# LEO Knowledge Layer Runtime Evidence

## 1. Purpose and Evaluation Scope

This document is an evaluator-facing execution and verification record
for the public LEO Knowledge Layer runtime package.

Its purpose is to make the published runtime boundary inspectable and
reproducible without requiring access to the complete canonical LEO
repository, internal engineering history, institutional-memory archive,
or other runtime subsystems.

This document does not claim:

-   regulatory certification;
-   legal compliance;
-   approval by an authority;
-   autonomous institutional decision authority;
-   autonomous enforcement authority;
-   fraud-verdict authority;
-   legal-verdict authority;
-   production mutation authority.

The public package is evidence of defined runtime behavior within the
explicit scope described below.

Human review remains required.

## 2. Public Package Boundary

The evaluator-facing executable package is located under:

`leo/runtime/knowledge_layer/`

The public execution boundary contains:

-   two parent Python package markers;
-   one Knowledge Layer package marker;
-   ten Knowledge Layer implementation modules;
-   ten focused Knowledge Layer test modules.

The verified pre-document publication package therefore contains 23
source/test files.

The following canonical areas are not required for execution of this
public Knowledge Layer test boundary and are not included in this
package merely to support the runtime:

-   `foundation/engineering_ontology/`
-   `foundation/institutional_memory/`
-   `foundation/evidence_lineage/`
-   `foundation/knowledge_architecture/`
-   `leo/runtime/process_mode/`
-   `leo/runtime/anomaly_library/`
-   canonical `leo/pyproject.toml`

References to foundation or institutional artifacts that occur in test
data are semantic reference values unless the runtime explicitly
receives a local input path.

The package does not independently represent the complete LEO system.

## 3. Runtime Components

The public Knowledge Layer package contains the following implementation
modules:

### `knowledge_integration_record.py`

Defines the Knowledge Integration Record data contract used to preserve
explicit reviewed-knowledge integration information and review-support
metadata.

### `knowledge_integration_record_builder.py`

Builds Knowledge Integration Records from explicit inputs without
granting autonomous decision authority.

### `knowledge_integration_reference_resolver.py`

Resolves explicit reference values against an approved reference
catalog.

Resolution is catalog-based. It does not require arbitrary filesystem
discovery, remote retrieval, hidden inference, or automatic
certification of a referenced artifact.

### `evidence_lineage_validator.py`

Validates evidence-lineage structure and required lineage information.

It is a validation component, not a truth engine, fraud detector, legal
decision-maker, or enforcement mechanism.

### `provenance_validator.py`

Validates provenance-related structure and explicit provenance
relationships.

It does not establish institutional authority merely because provenance
fields are structurally valid.

### `knowledge_integration_validator.py`

Coordinates aggregate validation of Knowledge Integration Records and
the applicable reference, evidence-lineage, and provenance controls.

### `human_review_package_builder.py`

Builds structured review-support packages for human inspection.

The generated package remains a review-support artifact and does not
become an autonomous institutional determination.

### `knowledge_integration_runtime.py`

Orchestrates the scoped Knowledge Layer runtime path.

Runtime output remains subject to the explicit human-review and
authority boundaries described in this document.

### `knowledge_record_loader.py`

Loads explicit local JSON input supplied to the loader.

The loader supports controlled local input handling. It does not search
the canonical repository for hidden Knowledge Layer dependencies.

### `implementation_contract_validator.py`

Validates declared implementation-contract properties and boundary
conditions.

Contract validation does not itself authorize enforcement, production
mutation, fraud findings, legal findings, or other authoritative
institutional action.

### `__init__.py`

Marks the Knowledge Layer Python package.

The parent package markers are:

-   `leo/__init__.py`
-   `leo/runtime/__init__.py`

## 4. Evidence Lineage Control

Evidence lineage is treated as an explicit reviewable property.

The public Knowledge Layer includes a dedicated evidence-lineage
validator and focused tests for that validator.

The validator is designed to inspect whether required lineage
information is structurally present and consistent with its declared
contract.

Evidence-lineage validation does not establish that evidence is
substantively true merely because its lineage representation is
structurally valid.

It also does not:

-   issue a fraud verdict;
-   issue a legal verdict;
-   issue a compliance verdict;
-   create an enforcement output;
-   authorize production mutation;
-   create an autonomous institutional decision.

Evidence lineage supports traceability and subsequent human review.

## 5. Provenance Control

The public package includes a dedicated provenance validator and focused
provenance tests.

Provenance validation supports the preservation and inspection of
declared origins, references, and relevant source relationships.

A successful structural provenance check is not equivalent to:

-   institutional approval;
-   legal validation;
-   regulatory certification;
-   factual certification;
-   compliance certification;
-   autonomous authorization.

Provenance information remains part of a human-reviewable evidence and
knowledge context.

## 6. Human Review and Authority Boundary

Human review is a mandatory LEO architectural boundary.

The Knowledge Layer runtime is designed to organize, validate, resolve,
package, and expose review-support information.

It does not independently convert that information into authoritative
institutional action.

The public implementation and tests explicitly preserve negative
authority properties including, where applicable:

-   `creates_autonomous_decision is False`;
-   `is_enforcement_output is False`;
-   `is_fraud_verdict is False`;
-   `is_legal_verdict is False`;
-   `is_compliance_verdict is False`;
-   `mutates_production is False`.

These properties are intentional runtime boundaries, not merely
documentation statements.

Authoritative institutional action remains outside the authority of this
runtime package.

## 7. Implementation Contract Control

The public runtime includes:

`implementation_contract_validator.py`

and the focused verification module:

`tests/test_implementation_contract_validator.py`

This component provides machine-checkable validation of relevant
implementation-contract properties.

The validator itself remains a validation mechanism.

Passing an implementation-contract validation does not independently
establish:

-   regulatory compliance;
-   production authorization;
-   institutional approval;
-   enforcement authority;
-   fraud-verdict authority;
-   legal-verdict authority.

Implementation-contract validation supports controlled engineering
verification and human evaluation.

## 8. Controlled Input Loading

`knowledge_record_loader.py` provides controlled input loading for
explicit local JSON sources.

The loader performs filesystem operations only in relation to paths
explicitly supplied to it.

Its focused tests use controlled temporary test data.

The verified public runtime boundary does not require a copied canonical
`foundation/` directory in order to execute the focused Knowledge Layer
test suite.

The loader does not receive autonomous authority merely because it can
read a supplied local file or directory.

## 9. Verification Test Boundary

The public package contains ten focused test modules:

-   `test_evidence_lineage_validator.py`
-   `test_human_review_package_builder.py`
-   `test_implementation_contract_validator.py`
-   `test_knowledge_integration_record.py`
-   `test_knowledge_integration_record_builder.py`
-   `test_knowledge_integration_reference_resolver.py`
-   `test_knowledge_integration_runtime.py`
-   `test_knowledge_integration_validator.py`
-   `test_knowledge_record_loader.py`
-   `test_provenance_validator.py`

This test boundary is intentionally scoped to:

`leo/runtime/knowledge_layer`

It does not claim to be a complete regression test of every LEO
subsystem.

Earlier dependency analysis found no direct executable import
requirement from this Knowledge Layer package to the Process Mode
runtime or Anomaly Library runtime for the tested boundary.

The focused test result should therefore be interpreted as evidence
about this Knowledge Layer runtime boundary, not as a numerical claim
about the entire LEO system.

## 10. Reproducible Test Command

From the root of the public repository, the focused test suite can be
invoked with:

The public `pytest.ini` is designed only to provide minimal execution
configuration for this focused public test boundary.

Its intended configuration is:

The public test configuration intentionally excludes canonical project
metadata, author metadata, private repository metadata, and canonical
licensing metadata.

## 11. Verified Test Results

Prior controlled verification produced the following focused canonical
result:

A subsequent corrected isolated execution of exact copied Knowledge
Layer runtime and test artifacts produced:

These are recorded verification results for the tested baseline.

They are not claims that every historical or future LEO component has
been tested by these 146 tests.

The Step 5C-8 design review recorded these results as prior verified
checkpoints and did not re-execute them.

Public-repository execution is to be verified separately after creation
of the public execution artifacts.

## 12. Isolated Execution Verification

The Knowledge Layer package was copied into an isolated evaluation
directory outside the canonical repository.

The isolated package contained the Knowledge Layer runtime, tests,
required Python package markers, and test configuration required for the
evaluation.

The isolated execution did not include the canonical `foundation/` tree.

After correction of the pytest working-directory invocation, the
isolated focused suite completed successfully:

The isolated run therefore provided practical evidence that the tested
Knowledge Layer executable boundary does not require the canonical
`foundation/` tree for execution of this focused suite.

This does not mean that foundation concepts, provenance models, or
institutional-memory references are architecturally irrelevant.

It means only that they were not observed as physical execution
dependencies of the verified focused package.

## 13. Source-to-Public Integrity Verification

The public runtime/test package was copied from the canonical Knowledge
Layer source through a controlled 23-file manifest.

The controlled copy used a no-overwrite gate.

After copying:

-   expected copied file count: 23;
-   actual copied file count: 23;
-   destination missing count: 0;
-   SHA256 mismatch count: 0.

A separate independent post-copy verification rebuilt the expected file
set directly from canonical source and independently compared the public
files.

That verification reported:

-   expected file count: 23;
-   actual public physical file count: 23;
-   missing public file count: 0;
-   unexpected public file count: 0;
-   SHA256 mismatch count: 0;
-   public untracked file count: 23;
-   exact untracked set match: true;
-   independent post-copy verification: pass.

At that checkpoint, the public working repository had not staged,
committed, or pushed the files.

## 14. Explicit Non-Capabilities

The public Knowledge Layer package must not be interpreted as providing
capabilities or authority that it does not implement.

In particular, this package does not independently:

-   issue authoritative fraud verdicts;
-   issue authoritative legal verdicts;
-   issue authoritative compliance verdicts;
-   autonomously enforce institutional outcomes;
-   autonomously approve or reject institutional cases;
-   mutate production systems;
-   certify evidence as institutional truth;
-   certify regulatory compliance;
-   grant institutional authority;
-   replace human review;
-   establish complete-system production readiness.

Where these concepts appear in code or tests, they are generally
represented as explicit negative authority or non-capability conditions.

## 15. Disclosure Boundary

This public package is intentionally narrower than the canonical LEO
repository.

Publication of the executable Knowledge Layer boundary does not imply
publication of all underlying engineering history, institutional memory,
architectural planning, review records, or canonical foundation
documents.

The public package is designed to expose enough implementation and
verification evidence for technical evaluation while preserving a
distinction between:

-   public evaluator-facing evidence;
-   canonical engineering records;
-   institutional-memory records;
-   internal planning and review history;
-   unrelated runtime subsystems.

The absence of a canonical artifact from this public package should not
be interpreted as evidence that the artifact does not exist.

It means only that the artifact is outside this public disclosure
boundary unless separately approved.

## 16. Human Review Requirement

Human review remains required.

The Knowledge Layer provides structured technical support for review,
traceability, provenance inspection, evidence-lineage validation,
knowledge integration, implementation-contract validation, and
controlled review-package construction.

It does not replace an authorized human reviewer.

It does not convert passing tests into production authorization.

It does not convert provenance validation into substantive truth
certification.

It does not convert evidence-lineage validation into legal or
institutional authority.

It does not convert runtime execution into autonomous enforcement
authority.

Any authoritative institutional use remains subject to the applicable
human-review and authorization process.

## 17. Evaluation Interpretation

The intended interpretation of this public evidence package is limited
and specific.

The package demonstrates that a defined Knowledge Layer runtime boundary
exists as executable Python code, includes focused tests, preserves
explicit human-review and authority restrictions, and has been subjected
to controlled canonical, isolated, copy-integrity, and
publication-working verification steps.

The strongest supported evaluator-facing conclusions are therefore:

-   the public Knowledge Layer contains inspectable executable
    implementation;
-   its focused test boundary is explicitly defined;
-   its published runtime and test artifacts were copied from the
    verified canonical source without observed SHA256 divergence;
-   the focused package executed successfully in an isolated environment
    during prior verification;
-   the runtime contains explicit provenance, evidence-lineage,
    human-review, and authority-boundary controls;
-   the published package is a scoped runtime evidence artifact, not a
    claim of complete-system certification or autonomous institutional
    authority.

Human review is required.

No autonomous enforcement authority is claimed.

No authoritative fraud verdict is produced by this package.

No authoritative legal verdict is produced by this package.

No production mutation is authorized by this package.
